Overview

Furniture (Quality Control) Order, 2025

As per the Quality Control Order (QCO) issued by the Department for Promotion of Industry and Internal Trade (DPIIT), certain categories of furniture products must now conform to Indian Standards (IS) and obtain mandatory BIS ISI certification before being sold in the Indian market.

Note : The latest versions of these standards, including amendments notified by BIS, shall apply.

BIS Certification Requirement

All products listed above must :

Conform to the respective Indian Standards, and
Bear the BIS Standard Mark (ISI mark) under a valid BIS license issued under Scheme-I of the BIS (Conformity Assessment) Regulations, 2018.

Exemptions

Goods manufactured for export are exempt from this order.
Micro and Small Enterprises (MSEs) are exempt for a period of 18 months from the date of notification (i.e., until August 2026).
Very small manufacturers (as per MSME definition), registered on the Udyam Portal, having :
- Investment in plant & machinery ≤ ₹25 lakhs, and
- Previous financial year turnover ≤ ₹2 crores are completely exempted from this QCO.

Applicable products must bear the ISI Mark as per BIS Scheme-I.
Effective from: 13th February 2026 (12 months from notification date).
Exemptions: Export goods, Micro & Small Enterprises (MSEs), and very small manufacturers (as per Udyam registration) are conditionally exempt.
